Manually arrive declarations on CHIEF and CDS

Following the recent GVMS outage HMRC has prepared and published a guidance for traders on how to manually arrive declarations on CHIEF and CDS.

This includes situations where goods may have been boarded without a GMR (Goods Movement Reference) due to system downtime.
