Goods Vehicle Movement Service (GVMS) – Due to planned maintenance work on CDS and GVMS, creating, updating or embarking a goods movement reference will be affected.

As part of our ongoing IT improvements, we will be updating the following HMRC service.
• Customs Declaration Service (CDS)
Due to the planned maintenance work on CDS, creating, updating or embarking a goods movement reference will be affected. During the scheduled maintenance period, the following GVMS actions that link to this service may be affected as follows:
• Create or update a goods movement reference (GMR) — goods movement references will go to a ‘non-finalisable’ state if a CDS declaration is being attached during this maintenance window.
• Check-in goods movement references (GMRs) (outbound) — goods movement references with a CDS declarations will go to a ‘controlled’ state during this maintenance and when the maintenance ends:
• Queued messages will be processed
• The risking response may change from ‘controlled’ to ‘release’
• Embark goods movement reference (outbound) — departure messages will be queued and will be processed and updated when the maintenance ends
• Embark goods movement reference (inbound) — goods movement references with Customs Declaration Service declarations will go to a ‘controlled’ state and when the maintenance ends:
o Queued messages will be processed
o The risking response may change from ‘controlled’ to ‘release’

As part of our ongoing IT improvements, we will be updating the following HMRC service.
• Goods Vehicle Movement Service (GVMS)
The core services of GVMS will be unavailable on Saturday 27 August 10pm to 1:30am Sunday 28 August. Services within GVMS will not be available during the above time frame, including:
-Creating / Update GMRs – Will not be available.
-Check-in / Embark – GMRs will not be validated.
Messages will be queued and processed once the maintenance has ended.
Stena Line note –
During the CDS downtime period (21.30 hrs Saturday 27th August to 04.00 hrs Sunday 28th August), and during the shorter GVMS outage within that wider timeslot, while GMRs remain mandatory for freight movements using GVMS they will not be validated/given arrived status when checking in at the ferry port of departure. It is recommended that vehicles attend for check in either before or after this outage timeslot, but if this is unavoidable please be aware of the following implications, and advice from HMRC:-
– For Northern Ireland routes, declarations will need to be manually arrived by the Trader Support Service (TSS).
– For crossings from Holyhead and Fishguard to Dublin and Rosslare, export declarations will be automatically departed after 15 days, though you may choose to depart these goods manually if you wish. If there are excise goods involved, traders will need to complete the form C1602 or C1603 (if the goods have already departed) in order for the guarantees to be released.
– For transit movements inbound from Republic of Ireland to Great Britain, and both inbound and outbound between Northern Ireland and Great Britain, the Office of Transit function will not be automatically completed, which means border offices in NI and GB will need to manually process any transit movements upon arrival. Border Force and Irish Revenue officers will be made aware of this by HMRC.

If it is possible for you to check in by 21.30 hrs on Saturday 27th August for these departures please do so, and bear in mind also the preference to check in after 04.00 hours on Sunday morning if arriving for subsequent departures.
